Urinary tract infect: Anything is possible, but more likely its a urinary tract infection and this girl needs to bee seen by a doctor asap.

Blood in urine: Although uncommon in children, pain on urination can be caused by kidney stones. The more common cause is a urnary tract infection. A urinalysis and urine culture is the first step. If the urine culture reveals a bacterial infection, ultrasound of the kidneys and bladder will be a more useful test.
