Different processes: An arthritic flare up is caused by irritation generated by wear in the joint. Gout is caused by irritation of the joint capsule from crystals that have accumulated within the joint. Both are mediated by the joint lining but are caused by two different processes.

Inflammation: "itis" of any kind is a general term for inflammation. Arthritis stands classically for inflammation in a joint. Inflammation can be caused by multiple causes including gout.
