See an eye doctor: Diabetic retinopathy leads to neovascularization in the eye, which leads to bleeding in the back of the eye. It can be improved by laser surgery.

See a retina special: If you mean what kind of treatments are available, there are many. For diabetic macular edema: laser, eye injections of medicine (anti-vegf and steroids). For proliferative diabetic retinopathy: laser, eye injections of medicine. For vitreous hemorrhage: vitrectomy surgery with laser. For tractional retinal detachment: vitrectomy, with laser and membrane peeling.
