Yes, they both can: Both tumors and aneurysms can cause focal neurologic symptoms and deficits, such as one sided numbness, weakness; imbalance; speech and/or language difficulties; visual impairment (including double vision). However, unilateral numbness (depending on time course and exact distribution) could be related to blood flow issues (stroke) or demyelination in the brain (ms), or, spinal cord.
