Cure?: Some babies can have a transient congenital hypothyroidism. However, for those that are not transient, being born without a functioning thyroid can't be cured. The defects are mostly anatomical, where a baby might be born without a thyroid or with one which is displaced. Sometimes the thyroid is unable to make thyroid hormone because of a genetic defect. Still, very treatable with levothyroxine.
