Yes: Diabetics have very poor circulation at the end of the circulatory tree at the smallest of blood vessels. This means that blood usually fails to reach the skin level and therefore the skin dies and an ulcer is created.

Multifactorial: Diabetics often times develope decrease in sensation of the feet. This in conjuncion with having possible foot demormities such as bunions, hammertoes, or pominent metatarsal bones may lead to diabetic foot ulcers. Also the skin may be more fragile and they may not have optimum nutrition leading to delayed healing.
