Need evaluation: Dark coarse hair in any male pattern areas (upper lip, chin, neck, side burn, around nipples, upper and lower abdomen, upper and lower back, upper inner thigh) represent elevation in testosterone (male hormone). The most common reason is polycystic ovarian syndrome associated with irregular periods and usually weight gain. Recommend an evaluation to determine the cause.

Normal: This seems like a normal hair pattern. Everyone is unique. If you think something is wrong, get it evaluated by your primary care provider. Having someone take a look at it directly would be helpful.

Maybe genetic..: If you have "normal pubic and axillary (underarm) hair" and not full-facial hair as you desire, it maybe just genetic. Father or brother having similar hair pattern? If they do, there isn't much you can do beside hair transplant which isn't a usual procedure for face (more often for scalp). On the positive side: you don't have to shave that often :-) consult doc.
