Yes: Absolutely. In a functional 70 year old who is at risk for a stroke, carotid surgery is beneficial.

Age is only a relative risk for surgery. A patient who is otherwise in good health should be able to undergo surgery. Many surgeons also can perform this procedure under a regional block (numbing medicine like at the dentist) rather than with general anesthesia.

Yes: Vascular surgeons decide whether or not to recommend carotid surgery based upon a patient's symptoms, overall medical condition and life expectancy. Age is much less of a consideration.
