Yes: High student loan debt has many undesirable effects upon society. This applies to medical school tuition and also to tuition for college.

Thinking of ways: To cut health care costs is always good. Something, our elected officials should do a better job at. There are problems with your concept mentioned. What if those students don't graduate? What if they decide they don;t like being doctors and stop? Most fees are set by insurance companies and many are low to begin with. If you lower them more, the doctors won't be able to pay for malpractice etc...
