Yes it can: Yes if you are exposed to second hand smoke over long period it may cause chronic bronchitis and COPD and that may give you chronic shortness of breath.

Second hand smoke: Is about the same as if you were smoking 4 cigarettes a day. That is enough exposure to increase risk for some lung disease and cough could be a symptom. Cough could be from other things as well such as allergies for infection. See your doctor for a check up if you have a cough for more than 2 weeks and avoid the tobacco smoke if you can.
