Many possibilities: Unless the kid has a rash over areas covered by the garment, I have a hard time attributing a facial rash to its use. With localized changes, i think local contact. If it is a contact agent it would touch her face like a lotion or soapy cloth. With the vomiting, it could be something she ate.
