Neurologic injury: A pinch of a nerve after neck or head trauma. A stinger is different from permanent spinal cord injury.

Not a neck injury: A "stinger" is a transient injury to the brachial plexus ( this is a group of nerves after they have left the spinal cord/neck). There should be no neck pain associated. Usually you get a "dead arm" sensation on one side only. It may last a few seconds to days. Weakness is the predominant feature. Some discomfort may be present. If recurrent or weakness persists you need thorough evaluation!
