Yes: It will not matter whether or not you are on your cycle for a hysterectomy.

Yes: Although the uterus may be slightly more swollen or bleed slightly more during the menses, this would not be significant enough to cancel the surgery. This issue comes up frequently since many women having a hysterectomy due to frequent, irregular, and heavy bleeding cannot predict when their bleeding will occur.
