Eczema: Likely eczema. Try Hydrocortisone cream. If the rash worsens then try an over the counter antifungal cream. If that fails se your doctor.

Skin rash on thigh: This could be fungal or it could be eczema. The two are treated very differently, so please see a physician for accurate diagnosis first.
