Syphilis: Late or tertiary syphilis can occur 4-25 years after the initial infection, and usually presents with apathy , dementia & seizures.

Yes: Neurosyphilis (tertiary phase)can present as delirium, mania, paranoia, personality changes, cognitive changes, psychosis or dementia. Symptoms of presenile dementia can include:depression, confusion, memory loss ; impaired judgment. Encephalitis can present in the quaternary phase.
