Stomach virus: Assuming your 3 yo weighs about 30 lbs, you can initially start with 1 teaspoon (5 ml) of pedialyte every 5 minutes. If he looks dehydrated, increase it to 1.5 teaspoons or 7.5 ml every hour. If he also has diarrhea and fever, bring him to his pediatrician for further management including IV fluids.

Enough to pee: There are all kinds of rehydration equations, but the short answer is enough to keep him from being lethargic and keep him peeing. If he's showing some activity and his kidneys assume things are ok, then he's doing fine. The amount changes if there is also fever and diarrhea, as those cause additional water loss.

10 minute rule: One of the tricks I have used in children over 1 yr is to give 1 tsp of gatorade ever 10 min for an hour. If no vomiting, go to 2 tsp every 10 min for an hour. Then go to 3 tsp. If the child makes it through 3 hours you can let them drink freely. If the vomit, wait 30-60 min to start fluids, then resume the cycle. If you child can not urinate 3 x in 24 hrs, they need to be seen.

Weight?: How much to drink is based on weight- a average girl at 3 weighs 15kg and would need about 42 ounces of fluid over 24 hours- that is the maintenance dose- assuming he is not eating or taking in any other fluids.
