Yes, once treated...: Herpes simplex is a preventable and treatable condition. It is quite contagious during active outbreak and much much less so when not. Unfortunately, many people carry the virus/latent in the nerve and they come out to haunt on/off as outbreaks. There is always a risk, but once adequately treated/supppressed, insemination can be done. Consult doc. Good luck.

Yes: An active herpes outbreak is only a concern at the time of vaginal delivery. An initial herpes infection would not be good during the pregnancy, but recurrent outbreaks are usually not problems for the baby.
