Yes : If bad breath is coming from you stomach, activated charcoal will help neutralize the odor. If it is coming from your mouth ir from gum disease it will have no effect.

No: Activated charcoal will bind to gastric contents. It is used for injestion of toxic substances. It won't affect your breath, nor will it improve oral odor from gastric content.
