Not really: The genetics of eye color is complex but my understanding is that brown is dominant over blue which is recessive. Each parent contributes one copy of one of a pair of genes. If both parents have brown+blue gene they will have brown eyes but each may pass on the blue gene to the infant resulting in expression of blue eyes. One brown gene dominates and produces brown eyes in most cases.
