Unclear: "arthritis" in the head could refer to several things that can cause headaches. Tempo-mandibular syndrome is inflammation in the hinge joint between upper and lower jaw often causing various types of headaches. Neck or cervical spine arthritis can cause headaches. Rarely the temporal arteries in front of & above the ear get inflamed causing temporal arthritis which lead to headaches.

Temporal arteritis: Temporal arteritis most commonly occurs in the head, especially in the temporal arteries that branch off from a blood vessel in the neck called the carotid artery. However, the condition can affect almost any medium-to-large artery anywhere in the body.
