Yes...: Labs vary as to their posted "normal ranges", and B12 deficiency can reflect a number of different etiologies. But, if your clinical and biochemical (anemia with elevated MCV level) picture fits a low B12 state then further evaluation is in order and supplementation should be considered.

Yes, but...: "low values for B12 may not be what they appear to be. With that value, get "methyl malonic acid" and "homocysteine" checked. These are more sensitive tests. If both (especially methyl malonic acid) are abnormal, then it is truly low vitamin b12. Treatable, various ways.
