Normal variant: Depending on the number of children born via vaginal delivery a woman has, sometimes her cervix can be "bulky". Typically if a woman has never had a vaginal delivery, her cervix will be small, as it's never stretched out. Bulky is a normal variant and doesn't mean that there's anything wrong with the cervix, per se.

Depends: Women who have had babies before often dilate before they go into labor. In first time moms early dilatation puts one at risk for early delivery, but one still may deliver at term. If the dilatation is happening after 36 weeks it is of litle concern. Dilatatation in the 24-34 weeks range is more concerning for being a precursor to preterm labor.

Scar Tissue: Cryotherapy on the cervix can sometimes cause scar tissue on the cervix making it harder to open in labor. A typical scenario for someone with this is a woman who presents in labor with strong, frequent contractions but whose cervix is stuck at one centimeter for hours, then suddenly she is six centimeters dilated. This happens when the scar releases. It just takes time and patience.
