Is it normal to have jaw tightness after novocain (procaine)?

Possibly: After injections the muscles can be sore, but usually the soreness is from staying open for an extended period of time, with the additional soreness from the injection.

Yes: Yes. often from a combination of the local anesthetic, jaw being stretched for a period of time, and often from the surgical procedure itself. Should resolve promptly. If not, see your dentist.
