There is a new: Technique being performed to repair plantar plate from a dorsal or top approach with strong suture material. The device is a mini scorpion device and put out by arthrex. They refer to the procedure as CPR complete plantar plate repair.

No: Plantar plate ruptures usually can be repaired with just repairing the defect with suture. It usually does not require synthetic ligaments to repair. However, if there is a large defect, it can be augmented with a ligament like material to strengthen it.
