See a doctor : Rectal bleeding is commonly due to hemorrhoids, but that diagnosis should be confirmed by a doctor. Depending on your age, you may need a colonoscopy. If the diagnosis is firm, and the symptoms don't respond to medical therapy, you may want to see a colorectal surgeon for advice. They don't always operate, and may have some good ideas.
