Possibly, but: Keratosis is a benign skin condition that does not itch or cause pain (skin-colored bumps are the size of a grain of sand). Bumps that itch can be hives, insect bites, other skin infections, and more. Best to see your doctor if they persist.

Arm yes breast no: Red bumps around breast may be dermatitis from detergent plus bra strap or if they are under the breast may be fungal (candida). You can try a neutral emollient like egyptian magic (olive oil paste) or lanolin for a few days. If the bumps are blotchy try lotrimin (clotrimazole) on one area. Arms are likely keratosis pilaris.
