Is it a sinus infection when there is a slight foggy feeling behind eyes and off and on nasal congestion for several months?

Sinus Problems: Possibly. Clogged or infected sinuses may cause pressure and discomfort behind the eyes because several of the paranasal sinuses surround the orbit. If your symptoms have been going on for months, please call your primary care doctor. You might need an x-ray to evaluate the sinuses.

Likely inflammation: It is more likely that you have sinus inflammation rather than infection for the long. Allergies are usually the most common cause of this chronic inflammation of the sinuses.
