Get 2nd opinion : I recommend you find another plastic surgeon to get a 2nd opinion. Since this is an elective surgery, take the time to find a surgeon who will take your desires into consideration. She will need to examine you to determine if the larger size will work for you. Take the time to find a surgeon with good results-ask to speak to patients, ask friends for suggestions.

Maybe: A larger implant may make your breast look fuller or they may be too big for your chest. When choosing implants, we have to consider your desires but we also must consider your anatomy. We measure the width of your breast and offer a range of implants that will fit comfortably behind it. If the implant is too big, e.g. Too wide, the edge of the implant may be palpable or visible.

Fuller-yes; better-?: 40cc more is less than 3 tablespoons additional volume, so yes, 400cc is (very slightly) fuller than 360cc. These volumes would be expected to add about 1 1/2 cup sizes to whatever you have now, so you may actually end up with somewhat more than a 36c, especially in certain bra styles. "better" is in the eye of the beholder, so if you are looking for a truly tiny bit more, then go for the 400s.

Maybe: Bigger isn't always better. As previously stated the 40 cc probably won't make a huge difference either way as 30cc is a tablespoon. Be careful of fixating on a particular size and work with your surgeon in choosing. You need the right size implant for your body. Larger sized implants may result in more problems with implant malposition and migration down the road.
