Usually not: There is not likely a relationship between the remote episode of meningitis and the avm. Hope he does well.

Avm rupture: A lumbar puncture would not likely provide any addition information in this case and does have some risk.

No: a spinal tap may worsen the situation due to change in pressure gradient (usually there is some swelling with leaking avm's as free blood is an irritant) Gamma knife surgery makes sense.
