If a at home pregnancy test says negative will the blood test say it too?

Likely: Today's home preg tests can pick up very low levels of the preg hormone hcg. I consider those results reliable. If a result is questionable, repeating the test in a few days will be helpful. If there is some concern about the viability of a pregnancy then serial quantitative blood HCG levels would be helpful for diagnosis.

Timing and technique: If you did the test correctly at more than 4-5 days after missed period a negative urine test is good for excluding pregnancy. Blood test does become positive sooner than urine test.
