Doctor can evaluate: Rashes are hard to describe in words. Usually, a primary care doctor or a dermatologist needs to examine the rash to give a diagnosis. If fingernails are involved, a dermatologist can see if it is fungal (and do a culture), or maybe something else such as psoriasis. On the skin, eczema, pityriasis rosea, tinea versicolor, and psoriasis are some examples of disorders that can cause a flaky rash.
