Is it safe to use a dried up contact lens after putting it back in the contact lens solution?

No: You should dispose of a dessicated soft lens and use a new one. The often do not rehydrate well and cause blurred vision and discomfort. Plus, the lens may be contaminated.

No: It is probably torn by now in addition to be contaminated. Throw out the contact solution from the container as well.
