Yes: Any ophthalmologist is qualified to diagnose and treat eye infections. We're first md's or do's and have completed medical school and internship - we just have a specialty in ophthalmology.

Yes: Not sure what you mean by regular, but primary care and er docs treat common eye infections, so do optometrists and ophthalmologists.
