Depends: On the cause. Viral conjunctivitis is often very contagious. Bacterial is much less so and allergic or chemical obviously is not.

Depends: The famous "pink eye". Conjunctivitis can be due to allergies, virus, bacteria, chemical , foreign objects , lashes, dust , splinters, trauma to the eye etc. Of course, it is contagious if cause is virus or bacteria. Need immediate treatment and good handwashing.
