Can dandruff or dry skin cause greasy hair?

Not really: Flaking/dandruff can be the result of oily skin, which irritates the skin and causes flaking. Common mistake to think flaking is from dry skin, but if greasy hair then not dry skin so shampoos daily foroily skin helpful.
