Many things: Poison ivy, contact dermatitis, psoriasis, drug allergy, bee sting or bug bite. Eczema, there are really so many different reasons.

Many possibilities: Could be athlete's foot, contact dermatitis, bug bites, many systemic diseases, etc. See a podiatrist or dermatologist for more help and an exact diagnosis. Once you know what it is, it's easier to treat.
