Most commonly fungal: Infections affect the feet. If there is redness, scaling and itching it is often a fungal infection (tinea pedis). But it could also be scabies if it is in between the toes, flea bites or even cellulitis (bright red, painful and swollen), to name few. Any rash that does not resolve should be examined.
