Increase fluids: I'm sorry to hear about your father's cancer. Radiation therapy frequently causes a dry mouth and thick phlegm. It improves somewhat over time. Many patients carry a water bottle with them, constantly wetting their whistle for this problem. Artificial saliva exists for this, but is really no better. There are medications that are sometimes used to increase saliva. Ask your ENT or radiation d.

His phlegm: Could be the result of sinus problems / post nasal drip .... Would best be evaluated by an ENT or an oral surgeon. Hope this helps and thanks for the question.
