Blepharitis?: Sound like the skin and facial irritation may be linked to the eye problems - possibly blepharitis or rosacea. Eyelid hygiene with warm compresses and scrubs can help as well as short courses of topical or oral antibiotics. See your ophthalmologist for extra help.
