Weakened LV: Can be caused by many things but most common cause is cad. Lv function is usually assessed by an echocardiogram.

Left ventricle: The left ventricle is dysfunctional either during systole (squeezing). Or diastole (relaxing) or both. In either case, forward flow of blood through the heart to the body is impaired. This leads to blood backing up into the lungs causing shortness of breath.
