Several reasons: Testicles move up and down in the scrotum for several reasons. One is called the cremasteric reflex whereby the testicles are pulled up when the thigh close to the scrotum is touched or brushed. This helps prevent injury when something is too close for comfort. The other thing is temperature, whereby the testicles draw up and down for temperature regulation. For tenderness, see your doctor.
