General surgeon: Any general surgeon should be able to do that. I've never heard of a subspecialty of surgery just for lysis of adhesions.

Poor success rates: Surgery for adhesions has not had great results in long term studies. Although patients feel good in the post operative period close to 50 percent are having the same pain within 1 year. Gorenment run health systems would probably not consider this cost effective.
