See a doctor: If someone has fallen an you suspect a broken arm, they should immediately be seen by a doctor. If trained, the arm could be splinted in the position of comfort as a temporary measure.

Immobilization: Before going to the emergency room or the dr. You can apply r.I.C.E.( rest, immobilization with bandages home made splints, apply cold compresses, elevate the arm with sling. Take some antiinflamatories or pain killers if not contraindicated.
