Both rare: Lyme is from an agent acquired from tick bite. The bite causes a local irritation and then progresses to a more total body invilvement, . Meningitis is very rare. The tick can infect others, but the sick patient is not contagious.

No: Lyme disease is not contagious from person to person and thus, a meningeal manifestation of lyme disease is not transmissible from person to person by casual contact.
