Bulging eyes?: I'm assuming you mean when the eyes appear large and protruding, which can be do to exophthalmos or lid retraction. Anything from behind the eye that can push it forward, i.e. Thyroid disease, congenital glaucoma, masses, hematomas with fractures, infiltrative diseases of the eye muscles, etc.

Proptosis: Proptosis or exophthalmos are the proper terms and may represent simply that person's appearance, but could be indicative of thyroid disease. If this is a new finding, you should see your eye md right away.
