Very unlikely: Photosensitive epilepsy is a specific form of epilepsy that is often familial and develops during childhood. Trauma or stress may bring out this tendency, but the cause is more of an inborn disorder that evolves over time. The car accident was probably incidental and not related to the subsequent development of the epilepsy.

Epilepsy: As with a lot of answers in medicine, the answer is yes its possible. How probable is another question. If you are having 'blackouts' on exposure to flickering light, you need to see a neurologist and have an EEG.
