Limited control: From your statement it is obvious that what you have been doing has had limited results. A re-evaluation of her GI tract should be done.A gastrographin enema can assess the large bowel for distension & provide an initial wash out.Work with a behaviorist can help you get going with a system of rewards for daily evacuations.A developmental ped or pedi GI may be your best source for a solution.

Not normal: A one year old on a normal diet should not need daily laxatives or cry with bowel movements. Did your child pass meconium spontaneously in the first day or two of life? If not then he/she should see a specialist and get a barium enema and may require a rectal biopsy to rule out hirschsprungs disease.
