In the mouth?: A primary care doctor, dentist, or ENT doctor can inspect the inside of the mouth to see what "bumps" one is talking about. It could be a fibroma, a papilloma, oral lichen planus, or some other problem. The insides of one's cheeks don't feel perfectly smooth when rubbed with the tip of the tongue, so one should describe to the doctor how the new bumps are different from his normal cheek texture.

Difficult to say: Oral diagnosis often requires a careful physical exam and it's difficult to say. My suspicion is you are seeing a common thing called Fordyce granules which are yellowish small bumps which are oil or sebaceous glands of the oral mucosa. It is common and a normal finding.
