Many things: Could be normal variant. Medications, infections, specifically a virus. Chemotherapy can cause a low white count. Other causes can be malignant , such as a leukemia. However, it also depends on how long it has been low. Hope this helps.

Hard to say!: Is this a new problem? Are you sick? On any new meds or supplements? Lots of things can cause a low white blood cell count. Any test, whether normal or not, has to be interpreted in light of the symptoms you are having.
