Possibility: Do you frequently wear high heels? Does the pain occur more when you're not in heels? Long-term high heel wear can allow tendons to toes and heel bone to shrink/shorten so that walking without heels stretches those tendons and causes pain. Try gently stretching toes, ankles, achilles tendon. Nsaid will help if there is inflammation. Not better, see podiatrist.
